• Youth Development and Participation

Phoebe is the Service Supervisor of Shamshuipo West Happy Teens Club of The Hong Kong Christian Service. She has served in the organization's integrated children and youth services for 25 years as social worker in the outreaching team, school social work team and centre service team. Adopting a community work approach in youth work, she is committed to foster youth's community engagement and empowerment. In recent years, she has been collaborating with newly joined social workers to champion users' community participation. They advocated for "school holidays with no homework" at district level as well as Legislative Council. They also engaged service users in the community to successfully bring about improvements in inclusive playground facilities and announcement system on buses. Phoebe also actively participates in service development at the sector level and is currently the Vice Chairperson of the Specialized Committee on Children and Youth Services at HKCSS.
